DEPARTMENT OVERVIEW

Risk and Safety Services (RSS) is a multi-operational unit within the Finance and Operations Administration Division of the University of California, Santa Cruz. RSS delivers a wide variety of programs and services to support campus-wide safety and emergency response for incident management. Departments include; Risk Services, Environmental Health and Safety, Office of Emergency Services, Transportation and Parking Services, and University Police.

JOB SUMMARY

The Police Trainee is the non-sworn entry training classification in the University of California Police Department. Applicants selected as Police Trainees must successfully complete a CA-POST Basic Police Academy sponsored by the department. The Basic Police Academy is an intensive 888-hour, full-time course, which lasts approximately six months. The full-time intensive Academy requires a strong commitment from the recruit and their families. During training, incumbents do not have police powers and are subject to all the policies and procedures of the University of California, the University of California Police Department and the police academy attended. Trainees may be assigned non-safety duties in the Police Department such as assisting in prevention, collecting information and data, and transporting people and materials. Upon successful completion of the academy, Police Trainees will be eligible to fill vacant Police Officer positions (TC: 5323). Promotion to a sworn Police Officer position is contingent upon the successful completion of the basic academy and the final review of the Police Chief. Upon promotion to Police Officer, the selected incumbent must successfully complete a Field Training Program (FTP) and a probationary period of no less than 12 months.

Budgeted Salary: $39.80/hour
Under California law, the University of California, Santa Cruz is required to post a reasonable estimate of the compensation for this role. The salary shown above is the budgeted amount the University reasonably expects to pay and the salary extended should not exceed this posted amount.

JOB DUTIES

100% - Police Trainee

  • Under direct supervision, enroll and attend an approved Peace Officers Standards and Training (POST) basic police academy to be trained in the technical knowledge, skills, and physical capabilities required to perform police service.
  • Read and follow the UCSC Principles of Community.
  • Demonstrate a commitment to professional ethics and integrity.
  • Facilitate clear and positive communications between department members, other public safety entities, and the community.
  • Abide by Department General Orders, directives, procedures, and requirements.
  • Abide by UC Santa Cruz policy and procedures.
  • Abide by University of California policy and procedures.
  • Comply with the university and/or department discrimination and harassment policy.
  • Maintain departmental standards as outlined by the Chief of Police or designee.


REQUIRED QUALIFICATIONS
  • Ability to understand, interpret, and apply State and local laws and regulations, departmental policies and procedures, and other technical literature pertaining to law enforcement.
  • Ability to react quickly and calmly in emergency or hazardous situations and adopt an effective course of action.
  • Ability to observe and remember facts and details of incidents.
  • Ability to follow oral and written instructions.
  • Ability to learn to operate firearms safely and skillfully.
  • Ability to obtain information through interview, interrogation, and observation.
  • Ability to write clear and accurate reports on a computer using a basic word processing program.
  • Ability to adapt to changing police processes utilizing computer technology.
  • Ability to establish and maintain effective working relationships with those contacted in the course of work.
  • Ability to communicate verbally in a clear and effective manner.
  • Ability to deal tactfully and effectively with a wide range of different individuals and groups from the community.


PREFERRED QUALIFICATIONS
  • A Bachelor's degree or an equivalent combination of education, training and experience.
  • Knowledge of current police practices, protocols, and procedures.
  • Knowledge of the workings of the California criminal justice system.
  • Knowledge of local, state, and federal laws applicable to the police function generally, and to the University of California police function specifically.


SPECIAL CONDITIONS OF EMPLOYMENT
  • Selected candidate will be required to successfully complete a pre-hire criminal history background check and a pre-hire credentialing check.
  • Must pass background investigation to ensure applicant is of good moral character [GC 1031(d)] and free of any physical, emotional, or mental conditions that might adversely affect the exercise of the powers of a peace officer [GC§1031(f)] so that nothing in his/her background is inconsistent with performing peace officer duties. The background investigation is also conducted to ensure that the applicant meets the minimum selection requirements of Commission Regulation 1953 and Government Code Section 1031. Applicant will be subjected to an identity/fingerprint check and criminal history check; Felony convictions or certain misdemeanor convictions that are disqualifying per CA GC sections 1029, 1030, 1031 (c), California Penal Code section 29805, and 18 USC 922 (d) (9); physical ability testing, drug screening, medical screening, psychological testing, treadmill stress test, and may be subject to a deception detection examination such as a polygraph or voice stress test, and/or a pre-offer personality test. Must pass comprehensive medical and psychological pre-placement examinations as established by the University, state and federal law for Police Officers.
  • Must possess a valid license to drive in the state of California and be able to participate in the Department of Motor Vehicles (DMV) pull notice program.
  • Interviewees will be required to provide a current DMV record.
  • Ability to work long periods of time at a computer with or without accommodation.
  • Ability to walk multiple nightly rounds on uneven surfaces and repeatedly climb stairs.
  • Ability to perform essential physical job functions.
  • Ability to perform work in a rugged physical environment and inclement weather with challenging infrastructure requirements.
  • Ability to work in conditions of variable temperature/weather with possible exposure to strong, unpleasant odors, high levels of noise and vibrations, and exposure to dust and allergens.
  • Ability to ascend/descend ladders with or without accommodation.
  • Ability to conduct outdoor site visits, including use of required personal protective equipment, as required to conduct investigations, inspections, or view work in place.
  • Ability to sustain exposure to dusty, noisy environments and inclement weather as necessary to carry out assigned duties and responsibilities.
  • Ability to safely perform the physical requirements necessary to move light to moderate objects up to 60 lbs., with or without accommodation.
  • The selected candidate will be required to work all scheduled hours on-site.
  • Selected candidate will be required to take a TB test.
  • Selected candidate will be required to provide proof of negative TB test.
  • Selected candidate will be required to complete training within established time frames as directed including UC compliance training.
  • Ability to travel within a defined regional or service area.
  • Will be required to wear a University provided uniform.
  • At least 21 years of age by the date of the academy graduation.
  • U.S. citizen. Must be a high school graduate or possess a GED (score of 40 or higher on individual sub-tests and a total score of 225 or higher).
  • Must possess a valid Class C California Driver's License and a satisfactory driving record.
  • Physical health, strength, and agility necessary to meet the physical demands of police work as determined by physical ability testing and medical screening.
  • Must have vision of 20/100 correctable to 20/30, with normal color vision.
  • Body weight must be proportional to height.
